Add the butter, flour, and baking powder in a bowl and mix with fork until the mixture is a pea size

Dissolve sugar and salt in cold water, and add to the flour mixture all at once. Mix just enough to combine

Knead the dough until it is smooth

With a tablespoon, scoop a spoonful of dough and form into a ball and place on a muffin tray.

With your finger, push down against the ball of dough so it covers the edges of the muffin tray

Dock the dough - which means: pierce the dough with your fork all around

Bake at 375F degrees for 10 minutes or until golden
Filling

In a glass bowl over a double boiler, add your sugar, salt, zest, lemon, and water. Whisk the mixture and bring to simmering boil.

Combine cornstarch and eggs, then introduce it back into the sugar mixture.

The filling should resemble a pudding. Strain the mixture and cover in the fridge for an hour.
Meringue

In a bowl, mix egg whites until foamy. Gradually add sugar on top.
